William D Chase, J.D.

President/CEO

Bill Chase is the Founder & CEO of Sound Judgment Solutions, a byproduct of his extensive experience in national security and intelligence-driven operations.

Bill leads the organization's strategic growth, partnership development, and program management, a role he is ideally-suited for having held leadership positions at the FBI, TASC, and LexisNexis, where he was named to the Circle of Excellence in 2009 after exceeding revenue goals by more than 109%.

In Bill’s exceptional career, he ascended the ranks of the FBI, rising from field operative to Special Agent in Charge of a Major Division. In total, he served almost 25 years in five field offices, including two tours at FBI Headquarters in Washington, D.C.

For his work on several of the most significant cases of his generation, Bill has received numerous awards and commendations throughout his career. Notably, he was recommended for the FBI Medal of Valor and nominated for the Presidential Rank Award for Meritorious Service.

From 1999 to 2003, Bill was Assitant Special Agent in Charge of the Boston Division, an office responsible for the Domestic Terrorism, Organized Crime, and Drug & Violent Crime Programs throughout Massachusetts, New Hampshire, Maine and Rhode Island. On September 11, 2001 he directed the initial response to the domestic attacks on the World Trade Center and the Pentagon. Subsequently, Bill pioneered strategic change at the FBI while contributing to the formation of domestic terrorism policies.

In 2003 and 2004, Bill worked at FBI Headquarters where he helped implement the rapid expansion of 60 foreign offices, and wrote the plan to coordinate deployment of the FBI’s emergency response plan to an act of terrorism anywhere in the world. Additionally, he was in charge of the Forfeiture Asset Seizure Team, Interstate Theft & Car-Jacking Squad, and the Fugitive Squad.

From 2004 to 2006, Bill was assigned as the Special Agent in Charge of the FBI's Albany Division, where he was responsible for all FBI operations in Update New York and Vermont. He developed exceptional relationships with his Federal, State and Local partners and became a moving force in the law enforcement community.

From 2006 to 2008, Bill was Special Agent in Charge of the FBI’s Baltimore Field Office where he was responsible for all counterintelligence operations in Maryland and Delaware. He managed a multi-million dollar budget, including 8 Resident Agency offices manned by over 200 Special Agents and a support staff of 109 employees.

A Boston native, Bill holds a Juris Doctorate from Vermont Law School and a BA in Political Science from Westfield State University. He successfully completed Northwestern University’s Kellogg School of Management course on Leading Strategic Change. Bill’s formal education and training continued in several federal facilities as well as the Department of Homeland Security Academy.

Between his stellar academic achievements and his real-world, on-the-job experience, Bill Chase possesses the ideal qualifications and skill-set necessary to lead Sound Judgement Solutions in today's ever-changing world.

Kevin J. Dorr

Law Enforcement Consultant

Mr. Dorr applies his deep expertise in law enforcement to consulting projects for a wide range of clients. From business development to pragmatic training and education, Mr. Dorr offers a uniquely helpful perspective on topics relevant to those in the security industry. Mr. Dorr served as a Lieutenant on the Haverhill police force for thirty-three years.

Mr. Dorr holds a Master’s Degree in Criminal Justice/Law Enforcement Administration from Western New England College. He obtained his Bachelor’s Degree from Merrimack College in Business, Management, Marketing, and Related Support Services.

In addition to his above accomplishments, Mr. Dorr served as Treasurer for the Irish American Police Officers of Massachusetts for over three years.
